Quantitative Standards for System Membership: 2007-2015
New requirements that must be met by all system members in FY 2004, 2005, & 2006:
On FY 2004 Annual Report:
1. Have a telephone with a listed number.
On FY 2005 Annual Report:
1. Have a photocopier and a computer with internet access available for both the public and staff.
2. Offer ILL services to patrons in the service area.
3. Lend local library materials via ILL to other libraries as requested.
4. Set rules regulating ILL eligibility and post them on the CTLS web page.
5. Library director must have a minimum of 10 CE hours annually that meet the TSL standard.
On FY 2006 Annual Report:
1. Have a catalog of holdings that can be searched either manually or electronically by author, title, and subject.
2. Have a long range plan that is approved by the governing board.
3. Have a long range plan that includes a collection development element.
4. Plan must be reviewed every 5 years.
5. CTLS must provide public libraries with consulting and continuing education necessary to develop these plans.
