E-Rate

NOW is the time to get going on applying for the E-rate discount for your library! CTLS makes it easy for you with the help of Toby Sykes of E-Rate Solutions. Please use this form for to get your library started on E-rate through CTLS. It can be filled out on the computer or printed and filled out by hand if anyone prefers that method.

This is one of the best things the government does for libraries! The rules allow for the e-rate reimbursement to pay for someone to do all that endless paperwork for you. (So there is no money to be paid up front.)

The E-Rate program, which is overseen by the FCC, started in 1998. Most non-profit schools and libraries are eligible for discounts of 40-90% on their telecom and internet services. [Note: as of 2015, funding for telecom is being phased out over 4 years while funding for internet access is expanded.] The discounts are based on the number of students eligible for free and reduced lunch in the school district your library is located in.  In order to be eligible for funding, libraries must meet the statutory definition of a library found in the 1996 Library Services and Technology Act (Pub. L. 104-208) (LSTA) and must be eligible for assistance from a state library administrative agency under that Act. In order for internet access to be eligible, there must be filtering on all public computers.

CTLS has contracted with eRate Solutions to handle the process for their members who elect to participate. Their fee for services is 9% of funding with a minimum fee of $100.00.

To get started, you’ll need an FCC registration number (10 digit number) for your library. You can look it up with your Employer Identification Number (9 digit number assigned by the IRS in XX-XXXXXXX format). If you need to apply for a new FCCRN, it just takes a few minutes. Toby will need the FCC registration number as well as your library name, address (plus PO Box if applicable), phone and fax numbers and the school district your library is located in.

He will also need copies of your phone (local, long distance, cellular) and internet invoices from the most recent 2-3 months.

You’ll need to designate a library employee or board member as the person authorized to certify e-rate forms for your library. Toby will need the name and title.
