E-Rate is the federal program that provides telecommunications and internet discounts to most schools and libraries in the U.S. E-Rate paperwork is so complicated that many libraries do not participate.
The CTLS E-Rate Project helps libraries fill out their cumbersome paperwork through a contract with Texas Telecom, a nonprofit telecommunications consulting corporation.
